- Baseline (QS) level for each component is taken from Table 2 (education/train/exp).
- Compute increments = Applicant level − QS level (only if applicant level > QS).
- Use Table 3 rubric to convert increments → points: 10+ = 10 pts; 8–9 = 8 pts; 6–7 = 6 pts; 4–5 = 4 pts; 2–3 = 2 pts; otherwise 0 pts. See DO 020 s.2024 Table 3.
